Kansas Coordinating Council On Early Childhood Developmental Services


The Kansas Coordinating Council on Early Childhood Developmental Services was created by K.S.A. 74- 7801, et al. It is also required by the federal IDEA law 20 U.S.C. 1400 and amendments thereto. A critical part of our charge is to collaborate with other organizations in both the public and private sector in order to enhance the quality of services for all children, including those with special needs.

  • Each council member is an appointee
  • The council fulfills an advisory role for the Governor, the Legislature and all State agencies
  • This advisory roll requires an independence on the part of the Council that precludes the Council from becoming official or affiliated members with any organization or coalition

Kansas ICC Overview

The Kansas ICC serves in an advisory role for programs serving children from birth through age 5. Infant/Toddler Services is the name of the program that serves children with special needs from birth to the age of 3; it is also known as tiny-k. The lead agency is the Kansas Department of Health and Environment (KDHE ). The Kansas State Department of Education (KSDE) oversees services to children ages 3 to 5 years with disabilities.

The Council


Its makeup is determined by law and includes:

  • Secretary of KDHE
  • A representative of the Governor
  • Secretary of SRS
  • Commissioner of Education
  • Commissioner of Insurance
  • Two members of the Legislature (opposite house/party)
  • A representative of the Kansas Board of Regents
  • A representative of the Kansas Health Policy Authority
  • Between 8 and 17 other members appointed to four year terms by the Governor (including parents, providers, and general public members)

Functions of the Council


  • Solicit information and opinions from concerned stakeholders
  • Establish appropriate committees
  • Determine the work activities of the staff
  • Disseminate information about the activities of the Council
  • Develop, implement, and review as appropriate a state plan for young children
  • Recommend policies, procedures, and legislation
  • Develop interagency agreements to promote a comprehensive service delivery system
  • Advise and assist the Part C lead agency
  • Submit an annual report to the Governor
  • Advise and assist all Kansas state agencies

Meeting Calendar


All stakeholders interested in early childhood services for children (birth through age 5) and their families are invited to join the Council at any of their monthly meetings.

Committees and work groups are utilized by the council, with meetings scheduled as necessary.

Mission Statement


The mission of the Kansas Coordinating Council on Early Childhood Developmental Services is to ensure that a comprehensive service delivery system of integrated services is available in Kansas to all children with or at risk of developmental delays from birth through age 5 and their families.
